Basically, we post announcements that we've added something to the right topic? For example, I could say
"Hey everyone, I wrote a song for the game! Check it out in the music topic!"
Am I understanding this?

Yeah pretty much. Just don't clog this topic. Although anything official can go here. Like a finished song. Although you can go "Hey I just finished a draft of this song! Check it out!" Ya know?
